Project and Technical Support Analyst

Summary:

The selected applicant will serve as a temporary contractor with the California Department of Public Health’s Emergency Preparedness Office and will provide technical, training, and programmatic support for the Los Angeles CAHAN Expansion Project and the LA County CAHAN Users.

  • 40%: Project Development and Management
  • 30%: Help Desk Duties
  • 30%: Training and Outreach

Employment:

This is a full-time, 6-month temporary position with the chance of contract extension or other placement within organization(s).  Work to be performed primarily in Sacramento, California and travel may be required to Los Angeles. Candidates are required to pass a Security Clearance. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

Essential Duties and Responsibilities:

  • Serve as the primary technical and project support position for the Los Angeles California Health Alert Network ( LA CAHAN) Expansion Project.
  • Provide technical assistance for LA County users on account management, alerting permissions, sending HAN alerts, use of the document library along with generating reports.
  • Provide technical assistance to LA County HAN Coordinator on CAHAN use policy, definitions of roles, routine testing, and use of collaborative functions.
  • Serve as the primary help desk support for LA County CAHAN users by fielding all initial LA CAHAN user helpdesk requests.
  • Assist the CAHAN Trainers with remote and enhanced computer-based training for LA County users.
  • Assist CAHAN Trainers and LA County HAN Coordinator with the creation of training materials specific to LA County CAHAN users.
  • Assist with the coordination of provider association involvement in the LA CAHAN Expansion Project.
  • Assist with the addition of LA County hospitals, clinics, skilled nursing facilities, and Indian Health Clinics to CAHAN by providing coordination with the provider associations.
  • Participate in weekly LA CAHAN Expansion conference calls to discuss progress of project, milestones, and technical issues.
  • Ensure LA CAHAN Expansion project plan is kept current and relevant.
  • Provide updated progress reports as well as end of project report to Emergency Preparedness Office (EPO) management and LA County HAN Coordinator.

The Ideal candidate will also possess the following skills:

  • Knowledge of public health principles and national emergency preparedness activities.
  • Experience in developing participant and user training and/or outreach materials for diverse audiences.
  • Understanding of project/program management fundamentals and shows a mastery of these skills and competencies
  • Excellent communication, interpersonal, organizational, and presentation skills.
  • Able to work independently and efficiently to meet deadlines.
  • Exceptional work ethic and attendance record.
  • Exhibits ownership, follow-through, initiative and integrity in any and all projects
  • Able to promptly answer support related email, phone calls and other electronic communications.
  • Proficient in Internet related applications.

Qualifications: To perform this job successfully, an individual must be able to perform each essential duty. The requirements listed below are representative of the knowledge, skill, and/or ability required.

Education and/or Experience: Bachelor’s degree in public health or allied health field or equivalent experience.  2-3 years experience with program/project management or support. Experience in developing, coordinating and overseeing stakeholder groups, committees and coalitions. Excellent oral and written communication skills are required. Strong business diplomacy skills are essential.

Language Skills:
Ability to read, analyze, and interpret general business documents, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, procedure manuals, and training material. Ability to engage participants, effectively present information and actively respond to questions from key stakeholders.

Computer Skills:
To perform this job successfully, an individual should have knowledge of Database software, Internet software, and Microsoft Office to include Word, Excel, Power Point, and Project.

Reasoning Ability:
Ability to solve practical problems and deal with a variety of variables in situations where only limited standards exist. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
